John Zorovich, a deputy director for the department, confirmed that an investigation is ongoing. In reality, if I had a multimillions property (same as her neighbors) I would do all legally possible to mitigate any damages to it.
I am not an engineer, but I fail to see why a wall to mitigate erosion be any harm to neighbors that may live down the hill. It seems that if rocks and soil from my property go down the hill, it would be worst for those people.
