A Panda Express customer was left stunned after witnessing a bizarre scene inside a Wisconsin restaurant, where an employee appeared to be spraying cleaning solution above an active fryer while another worker continued preparing food directly beneath him.

The disturbing incident, captured on cellphone video, sparked widespread outrage online and eventually prompted a health department investigation after more than a million people viewed the footage.

Paul Elisha Finger was visiting the Panda Express at 1210 Miller Park Way in West Milwaukee on July 2 when something behind the counter caught his attention.

One employee had climbed onto the fryer station and appeared to be cleaning the exhaust hood above the cooking area. Standing dangerously close to the open fryer baskets, the worker held a spray bottle and cloth as food continued cooking below.

What happened next made the scene even more astonishing.

As the employee remained perched above the fryer, a female coworker reached between his legs with a metal bowl and poured additional food into one of the baskets.

Finger immediately began recording.

“I could not believe my eyes,” he later told Storyful, describing how the employee climbed onto the equipment shortly after another worker had placed food inside.

The footage quickly circulated across TikTok and other social media platforms, drawing more than 1.2 million views by late August.

Viewers were particularly alarmed by the possibility of cleaning chemicals coming into contact with food, along with the potential dangers of standing on equipment containing extremely hot oil.

“Call the health dept. then send them this video,” one commenter urged.

Another questioned what might be happening when customers weren’t watching, writing, “Imagine what happens that you can’t see.”

The video does not establish whether cleaning solution actually entered the fryer or contaminated any food. However, the behavior was concerning enough that Panda Express publicly acknowledged the incident and confirmed it violated company standards.

A spokesperson said the company took corrective action after becoming aware of what happened.

“The behavior shown is inconsistent with our food safety and workplace standards,” the company said.

Panda Express also confirmed that employees received additional training and that proper safety procedures were reinforced throughout the restaurant and the surrounding region.

The controversy eventually caught the attention of local health officials, although not immediately.

Kevin Smith, a supervisor with the South Suburban Health Department, told the Milwaukee Journal Sentinel that his agency first learned about the footage on August 26, nearly eight weeks after the incident occurred, when a news organization contacted the department.

Health officials subsequently investigated the matter, with Smith describing Panda Express as cooperative throughout the process.

Importantly, officials said they had received no reports of anyone becoming ill or suffering other health effects in connection with the incident.

Local television station FOX6 also reviewed the restaurant’s inspection history and reported that previous inspections had identified issues involving food-contact surfaces and cleaning practices. Those earlier findings were separate from the viral incident.

The video has nevertheless reignited questions about food handling and supervision inside busy fast-food kitchens, particularly when maintenance or cleaning work takes place while meals are being prepared.

Health officials stressed that customers who witness potentially unsafe restaurant practices should contact their local health department directly rather than relying solely on social media to draw attention to the problem.

For Finger, what was supposed to be an ordinary stop for a meal turned into an unforgettable encounter.

And for Panda Express, a few seconds of footage became a viral controversy that forced the restaurant chain to publicly address its food safety procedures.
